Coggins was struck at the top of the bridge, witnesses say he had stopped to help a mother and her two year old child who's car had stalled. Coggins was attempting to keep other cars from hitting anyone.
Dustie DaSilva a witness to the hit and run was driving three cars behind Coggins' vehicle.
She says traffic was backed up and other's were trying to help a stalled vehicle at the top of the bridge.
"The first thing you see is some man jumping up and down with his cell phone trying to direct traffic to the other lane and then next thing I saw was a man honestly you couldn't even tell he had got hit," said DaSilva.
DaSilva says she then saw what appeared be a speeding van hit someone.
"You just saw the car and then the van jerked this way he falls down and then a woman running to him," said DaSilva.
She called 911 after seeing the van speed away. " He literally just kept going like nothing happened. The van never once hit his breaks he just kept going," said DaSilva.
